Sosialisasi Rencana Tata Ruang Desa di Kecamatan Pulau Laut Kepulauan Kabupaten Kotabaru

Abstract

Sustainable village development aligned with the Village Sustainable Development Goals (Village SDGs) requires development planning that is spatially based and grounded in local territorial potential. However, in practice, village development planning continues to face structural challenges, including the dominance of local elites, limited capacity of village officials, and low levels of community participation. These conditions have led village planning documents, such as the Village Medium-Term Development Plan (RPJMDes) and the Village Government Work Plan (RKPDes), to function largely as administrative requirements rather than as instruments that genuinely reflect community needs. Similar challenges are observed in Pulau Laut Kepulauan Subdistrict, Kotabaru Regency, an archipelagic area consisting of nine villages with significant potential in coastal fisheries, beach tourism, and agriculture, yet constrained by limited land transportation access. The spatial potential of these villages has not been adequately mapped in village spatial plans and master plans, resulting in suboptimal utilization of local resources and the absence of accessible Village Information Systems. This community service activity aims to enhance the understanding and capacity of village stakeholders regarding the importance of Village Spatial Planning Documents as strategic tools for spatially based and potential-oriented village development. The activity employed socialization and conceptual–technical dissemination methods involving village officials and community representatives. The results indicate an increased level of stakeholder awareness and understanding of spatial planning functions, as well as the urgency of integrating spatial data and village information systems to support transparent, participatory, and sustainable village governance. This activity is expected to contribute to strengthening the implementation of spatially based village development planning oriented toward community welfare.
