IMPLEMENTASI PRINSIP GOOD GOVERNANCE DALAM PELAYANAN AD-MINISTRASI PUBLIK: TINJAUAN HUKUM ADMINISTRASI NEGARA

Abstract

This study aims to analyze the implementation of good governance principles in public administration services in North Gorontalo Regency, reviewed from the perspective of state administrative law. The approach used is descriptive qualitative with a juridical-empirical method, through interviews, observations, and documentation studies of public service agencies such as the Dukcapil Office and DPMPTSP. The results of the study show that the principles of good governance, especially transparency, accountability, participation, and legal certainty, have not been applied comprehensively and systemically. Some of the obstacles found include the low understanding of the apparatus of state administrative law, weak supervision mechanisms, and disharmony of regulations between the central and regional governments. This research offers solutions in the form of policy harmonization, capacity building of apparatus, and community involvement in the process of preparing and evaluating services. In conclusion, the integration between the principles of good governance and state administrative law is very important to realize transparent, accountable, and fair public services at the regional level.
