Abstract

Penelitian ini mengkaji penerapan Peraturan Daerah Kabupaten Gorontalo Nomor 6 Tahun 2009 tentang penjualan minuman beralkohol di Kecamatan Bongomeme. Pendekatan yuridis empiris dan desain deskriptif kualitatif diterapkan melalui observasi, telaah dokumen, dan wawancara dengan pemerintah kecamatan, kepolisian, serta Satpol PP. Penerapan belum efektif karena penjualan tersembunyi tetap berlangsung di 15 desa, sedangkan penegakan bersifat berkala dan terbatas secara geografis. Satpol PP melakukan operasi secara bergiliran, sementara kepolisian lebih banyak menggunakan hukum nasional. Informan kepolisian memperkirakan sekitar 50% tindak pidana dan gangguan keamanan setempat berkaitan dengan alkohol. Hambatan utama mencakup keterbatasan personel dan fasilitas, fragmentasi dasar hukum, lemahnya pelaporan masyarakat, kebocoran informasi operasi, permintaan yang bertahan, dan murahnya produk tradisional. Penguatan memerlukan protokol penegakan terpadu, pemantauan tingkat desa, pelaporan rahasia, dukungan operasional, serta strategi pengurangan ketersediaan dan permintaan.
