Nuzlan Botutihe, Farha Dama, Mashiur Rahman

Abstract

Lake Limboto is experiencing increasing ecological pressures, such as sedimentation, domestic waste pollution, and narrowing of the water area. This study aims to analyze the effectiveness of Lake Limboto governance from the perspective of environmental and participatory public administration. This study uses an innovative qualitative method with a deliberative model. Data were obtained through in-depth interviews, field observations, follow-up observations, and documentation studies analyzed using thematic techniques. The resultsĀ  indicate a mismatch between government programs and the phenomenon of uncontrolled lake damage. The findings highlight the need for active community involvement and strengthening institutional coordination. The novelty of this study lies in the institutional analysis based on the theory of new public administration and the good environmental governance framework as an analytical tool in collaborative and sustainable lake management.
